INSTRUCTIONS FOR SELECTING THE CANDIDATES FOR THE AWARD NFTW AP, AT  MANDAL LEVEL, DIVISION LEVEL AND DISTRICT LEVEL
·         One Proposal from each category from each district is to be considered
·         In the Working Teachers, the Teacher should have not less than 15 years of Continuous Service as on 5th September of the Year
·         The working/ retired Teachers who were not honored previously under the scheme of National Award/ State Award/ National Foundation for Teachers Welfare Award are eligible for this award
·         No working/retired Teacher shall be asked or permitted to apply for this award. The proposals of the working / retired Teacher shall be recommended by the Inspecting Officer concerened on the Basis of the Teacher’s record and send them to the District Educational Officer concerned for placing them before the District Selection Committee.
·         The Members of the Inspectorate, Staff of College of Education and Training Institute are not eligible for this award.
·         The proposals of the working/retired Teachers should be RECOMMENDED by the District Selection Committee HEADED BY THE DISTRICT COLLECTOR CONCERNED.
·         The working/retired Teacher should have clear record of service and faultless antecedents and that no enquiries and legal proceedings of any kind, departmental or otherwise, are pending against him/her.

The Inspecting Officers shall submit the proposals 01 from each category as mentioned hereunder on or before 30-6-2012 to the undersigned without fail for honoring the working (retired teachers) at a state level function to be held at Hyderabad on 5-9-2012 as per the Reference Procs. Rc.No. 21/TWF/2012 dt. 14-5-2012 of the Secretary & Treasurer, NFTW & C&DSE.A.P.Hyd.

SSC CUMULATIVE GRADE POINT AVERAGE SYSTEM - CGPA

 SSC -CUMULATIVE GRADE APOINT AVERAGE SYSTEM (CGPA)
From This year Board of Secondary Education has decided to Announce Results only in Grading System.
This is adopted from CBSE. In this system Marks will not be declared. Only Grades subject wise and Grade Points will be printed in Marks Memos.The grading system is as follows

The Grading Process is given subject wise for each and every subject based on grace points at the final list .Grades such as A1, A2,B1,B2,C1,C2,D1,D2,E/Fail . Total of 9 Grades , and the Points from 3-10 Points for each grade .There are no points for failure/failed candidates .The Total points are taken and added and then it is divided with number of subjects and the results will be given in points and thus it was the final points for the students and he can have a grade. 10th class results 2012 grades are given below
 Students who scored better grades in all subjects will get better CPGA Points..Means Overall Performance in all subjects is taken into account in this system.

Example 1:
A Student Achieved Every subject with 92-100 Marks Range , the he gets complete 10 Points each for every subject , then the total six subjects of 10 each and he get's 60 Points with 6 Subjects
Thus 60 is divided by 6 : ( 60/6) and results 10 Points .
60/6 = 10 Points = A1 Grade.


Example 2:
If your Grade follows like A1+A2+A1+A1+A2+A1 in 6 subjects.Then your Grade Points calculation calculate as 10+9+10+10+9+10=58/6=9.66. Here your Grade Points=9.66.

Instructions to candidates regarding Re-verification of valued answer scripts and supply of Xerox copies
1. The candidates who want to apply for reverification of answer scripts have to apply in the prescribed format for the subjects, I language, II Language, III Language, Mathematics and General Science only.
2. Application format is kept in the website www.bseap.org
3. The prescribed fee for each subject is Rs.1000/-
4. The Xerox copy of the valued answer script will be sent to the candidate after re- verification.
5. The filled in applications have to be submitted in the counters opened for the purpose in the respective DEO’s offices only. No applications shall be entertained which will directly sent to this office by post.

6. The applications for Re-verification will be accepted up to 06-06-2012.
7. The candidate has to forward the application through the head master of the school concerned duly getting the photo attested which is affixed on it.
8. Candidates who applied for reverificaiton of marks need not apply for recounting of marks.
9. One Self addressed envelope of 12 X 9 ½ (book size) without stamps and another cover of 10 X 4 ½ with the address of the head master concerned.
10.The candidate has to enclose the Xerox copy of the hall ticket and dummy marks memo otherwise the application will not be accepted.
11.The prescribed fee has to be remitted through challan into the following head of account.

12.Fee paid by way of Demand drafts and bankers cheques will not be accepted under any circumstances.
13.The appeal for undervaluation shall not be considered under any circumstances.
14.The provision of reverification includes the following. a) Re totaling. b) Whether marks for all answers are posted or not. c) Unvalued answers.
15.The Challans have to be paid by the individual candidates only and no group challans will be accepted.
16.Application for recounting will be accepted in the O/o Director of Government Examinations only.
17.There is no reverification facility for social studies.

PROCEDURE FOR OBTAINING VERIFICATION/GENUINENESS OF SSC 
As per Rc.No. 02/A1-3/2012. Dated: 17.05.2012 of DGE, AP

(a) The Genuineness of a SSC issued by this office shall be obtained by the Employer of the organization where the candidate is presently working. The Employer shall send such proposal along with the original SSC issued by this office. The fee prescribed for this purpose is Rs.100/- which shall be remitted through Demand Draft drawn in favor of “Secretary to the Commissioner for Government Examinations, A.P., Hyderabad” from the branches of State Bank of India/State Bank of Hyderabad. The proposals requesting for the Genuineness of a SSC should be sent to the Additional Joint Secretary concerned of the district in this office i.e., Office of the Director of Government Examinations, A.P., Hyderabad.
(b) In cases of requirement, the individual (candidate) shall also obtain himself about the genuineness of SSC issued to him by following the above procedure.
(c) The Recruiting agencies / Government Agencies shall obtain the Genuineness on production of Xerox copy of SSC by sending the proposals on above lines. There is no search fee for verification of Genuineness in respect of Government Agency. The search fee prescribed for APSRTC for verification of certificates is Rs. 5/- for each SSC.

RGUKT IIIT ADMISSIONS 2012

Rajiv Gandhi University of Knowledge Technologies (RGUKT for IIIT) invites applications from eligible candidates for admission into the first year of its six year integrated programme 2012, leading to B.Tech. degree, at it's three RGUKT (IIITs) located at Basar, Nuzivid and R.K.  Valley. This year's total intake into the first year is 3,000. 
The annual highly subsidized fee for each of the first two years for AP students is Rs.36,000/-.

How To Apply:

The candidates should apply online either through RGUKT Website or APOnline services.

Online application through RGUKT Website:

  1. The 'online' application and other details are available at the website admissions2012.rgukt.in. The candidates are advised to read the guidelines given on each item in the application form while filling it.
  2. The registration fee for online submission of the application is Rs. 150/- (Rupees one hundred and fifty only) paid through a crossed DD preferably from State Bank of Hyderabad / Andhra Bank. If not possible, from any Nationalized Bank drawn in favour of 'The Registrar, RGUKT', and payable at Hyderabad.
  3. When a candidate clicks on Application for Andhra Pradesh Students a window will appear asking for details of school board, hall-ticket and date of birth. Fill the information correctly and click on 'submit'. Then, some details of the candidate, drawn from the database of the respective 'School Board', will appear on the screen. If the details are correct, click on 'YES' and proceed further to fill-in the application.
  4. In case, any of the details is incorrect, click 'NO'. Then, a pull-down window with different fields will appear. Click each one of them as 'correct' or 'incorrect', and then continue.
    Note: The candidates shall submit the documentary proof for the correct version while sending 'printout of the application' (after the online submission of application) to the RGUKT.
  5. You will get 'Guidelines to fill' for every item on the right side of the screen. Please take their help in filling the online application.
  6. Fill all the items in the application correctly (including the DD number) and click on 'submit'.
  7. Immediately after submitting the application online, take a printout, sign it and send it along with the original DD for Rs.150/- and copies of certificates (listed below) to the Registrar, Rajiv Gandhi University of Knowledge Technologies, Vindya C-4, IIIT Campus, Gachi Bowli, Hyderabad-500032, by Speed Post / Registered Post immediately so as to reach the hard copy of application before 04.07.2012Top

Online application through APOnline:

  1. The applicants can send their online applications by availing the services of any "A.P. Online Centre" by paying Rs. 150/-, (in cash), plus a service charge of Rs.15/- per application at the AP Online Centre. The centre will issue a receipt for the same.
  2. The applicant shall submit a print copy of the filled-in application, duly signed, along with copies of receipt issued by APOnline centre and certificates, to the Registrar, Rajiv Gandhi University of Knowledge Technologies, Vindya C-4, IIIT Campus, Gachi Bowli, Hyderabad-500032, by Speed Post / Registered Post immediately so as to reach the application before 4.7.2012.Top

Copies of the following certificates / documents should be sent along with the filled-in application form submitted through online:
  1. A crossed demand draft for Rs 150/- in the name of the Registrar, RGUKT, to be payable at Hyderabad (or) the receipt issued by the APOnline services
  2. Hall Ticket of X standard
  3. Study Certificates from Fourth class to Tenth class/ Residence certificate by those claiming Local category (in any of AU/OU/SVU areas), (for details, see Annexure - III)
  4. Residence certificate / service certificate of parents by those claiming Non-Local category (for details, see Annexure - IV)
  5. Marks List of 10th class Public Examination, i.e., SSC/CBSE/ICSE/NIOS.
  6. Proof of caste / community certificate (SC/ST/BC) in the prescribed proforma by those claiming reservation under any of these categories, (for details, see Annexure - V)
  7. Physically Handicapped (PH) certificate in the prescribed proforma by those claiming reservation under this category, (for details, see Annexure - VI)
  8. Children of Armed Forces (CAP) certificate in the prescribed proforma by those claiming reservation under this category, (for details, see Annexure - VII)
  9. NCC certificate by those claiming reservation under this category, (for details, see Annexure - VIII)

Admission Procedure

Admissions will be based on Grade Point Average(GPA) and the Grade obtained in each subject by an applicant. A deprivation score of 0.4 shall be added to the 10th class GPA of applicants from non-residential Government Schools including the Zillaparishad and Municipal Schools, with an objective of providing weightage to the socio economically challenged students for admission in the academic year 2012-13 as per the Govt. Lr. No.4655/EC.2/2012-02,, dated 08.06.2012.
The allotment of seats will be in accordance with the Provisions of AP Educational Institutions (Regulation of Admissions) Order, 1974 (G.O. No.646, dated 10.7.1979, and herein called the Presidential Order, 1974, see Annexure - I), as per the judgment of the Hon'ble High Court of AP in WP 16657 of 2010, and pending the SLP in the Supreme Court of India.
1. Eligibility:
  1. Candidates should have passed SSC (10th class) or any other equivalent examination, recognized by the Government of A.P, conducted in 2012.
  2. Candidates should not have completed 18 years of age as on 31.12.2012, (21 years in case of students belonging to SC and ST categories)
  3. Candidate should have applied for admission in the prescribed form, and sent the print copy of the online application submitted along with all the certificates to the Registrar, RGUKT, before 4.7.2012.
  4. International students shall be of Indian Nationality / Persons of Indian Origin (PIO)/ Overseas Citizen of India (OCI) Card HoldersTop
2. Rules of Reservation:
  1. Admission to 85% of the total available seats shall be reserved for the 'local candidates' and the remaining 15% of the seats shall be un-reserved as specified in the Presidential Order, 1974 (see Annexure-1).
  2. As RGUKT is a state-wide institution, the seats reserved for the local candidates (85% of the total available) will be distributed among the three regions of the State namely, Andhra University, Osmania University and Sri Venkateswara University areas in the ratio of 42:36:22, respectively.
  3. The rules of reservation are followed for both local and open categories. The reservations are applicable at the region level in respect of local candidates.
  4. Reservations of seats for various categories are as follows subject to any changes and amendments made by the Government of Andhra Pradesh.
    1. SC - 15%, ST - 6%, BC-A - 7%, BC-B - 10%, BC-C - 1%, BC-D - 7%, BC-E - 4% for both 'local' and 'unreserved' categories.
    2. Physically Handicapped (PH) - 3%, Children of Armed Personnel (CAP) - 2%, NCC - 1% and Sports - 0.5%. (These reservations are applicable at regional level except for CAP which is done at state-level).
    3. Certificates issued by the respective District Board alone are acceptable. Model proformas are given for all the above categories in Annexures. Since the courses offered are technical in nature and require appropriate physical fitness, RGUKT reserves the right of rejecting the application of such candidates who are not fit to pursue the course.
    4. A (horizontal) reservation of 33 1/3 % of seats in favor of women candidates in each category (OC/SC/ST/BC/Special Categories) shall be ensured, wherever women candidates are available.

Selection Method

That is, if the tie is resolved with any of the check in the chronological order mentioned above, the next option(s) need not be checked.

    The candidate with the lowest random number will be considered for selection. The random number will be obtained as the reminder of {253 x [first 5 digits of the hall ticket number] divided by the last 5 digits of the hall ticket number}

Intimation to Selected Candidates
  1. The list of candidates selected for counselling will be displayed on the university website www.rgukt.in.
  2. The candidates will also be informed by post, e-mail and SMS message, wherever possible, to the address written in the application form. Top

Counselling

  1. The candidates selected for counselling shall report in person at the RGUKT Campus allotted (Basar/Nuzvid/RKValley) for verification of original certificates / documents and the details provided in the application form.
  2. Counselling and selection for admission in respect of candidates belonging to the Special Categories like Physically Handicapped (PH), Children of Army Personnel (CAP), NCC and Sports will be conducted at RGUKT campus, at Hyderabad. Top

Admission

  1. Admission to the first year of 6-year integrated engineering course in the university will be granted only after satisfactory verification and scrutiny of the details mentioned in the application and the original certificates / documents submitted by the candidate at the counselling centre. Mere selection for counselling and verification of certificates / documents will not guarantee admission to the candidate.
  2. The allotment of the admitted candidates to the three constituent centres of the university will be on the basis of merit-cum-preference, the decision of the University shall be final in the matters of allotment.
  3. The candidate shall pay the fee prescribed for the first year of the 6-year integrated engineering course at the time of admission. Top
Admission of Students from other States and International Students
  1. In order to promote diversity, up to 5% of seats will be added to the existing seats (supernumerary) and will be open to students attending schools in other states, and to international students. Admission will be on the basis of their marks in 10th standard examination. Such candidates who got a minimum of 70% are eligible. The annual fee for students from other states is Rs.1,36,000/- and for International/NRI Students Rs.3.0 lakhs.
  2. Applicants from the States other than Andhra Pradesh and International/NRI applicants shall apply through RGUKT Website only. Top

STEP UP AND PREPONEMENT


 నియమనిబంధనలు :
9వ వేతన సవరణ సంఘం చేసిన సానుకూలమైన సిఫారసులలో ముఖ్యమైనది స్టెప్‌అప్‌, ప్రీపొన్‌మెంట్‌ ఆఫ్‌ ఇంక్రిమెంటు సౌకర్యాలను పునరుద్ధరించటం. ఆర్‌పిఎస్‌-93కి ముందు ఇవి అమలులో ఉన్నాయి. 31.07.93 నుండి (93,98,2005 పీఆర్‌సీలలో) వీటి అమలును నిలిపి వేశారు. ఆ కారణంగా ఏర్పడిన వేతన వ్యత్యాసాల వల్ల పలువురు సీనియర్‌ ఉపాధ్యాయులు, ఉద్యోగులకు నష్టం జరిగింది. ఈ నష్టాలను 9వ వేతన సవరణ కమీషన్‌ దృష్టికి తీసుకువచ్చి, స్టెప్‌అప్‌, ప్రీపోన్‌మెంటు సౌకర్యాలను పునరుద్ధరించాలని యుటియఫ్‌ చేసిన వాదనను అంగీకరించిన పీఆర్‌సీ ఆసౌకర్యాలను పునరుద్ధ-రించింది.అంతే కాకుండా గత పీఆర్‌సీలలో ఏర్పడిన అసమానతలను సవరించిన అనంతరమే 2010 వేతన స్థిరీకరణ నిర్వహించాలని సిఫారసు చేసింది. 17 ఏళ్ళ అనంతరం పునరుజ్జీవం పొందిన స్టెప్‌అప్‌, ప్రీపోన్‌మెంటు ఆఫ్‌ ఇంక్రిమెంట్‌ గురించి తెలుసుకుందాము..
స్టెప్‌ అప్‌:
సీనియర్‌ ఉపాధ్యాయులు తన కంటే జూనియర్‌ అయిన ఉపాధ్యాయుని కంటే తక్కువ వేతనము పొందుతుంటే అట్టి వ్యత్యాసమును ఎఫ్‌ఆర్‌ 27 ప్రకారం సవరించబడుటను స్టెప్‌అప్‌ అంటారు. ఆటోమేటిక్‌ అడ్వాన్స్‌మెంట్‌ స్కీమ్‌లో 10-15 సంవత్సరాల స్కేళ్ళ అమలు వలన వచ్చిన వ్యత్యాసమును సవరించుటకు ప్రభుత్వం జి.ఓ.ఎంఎస్‌.నం. 297 ఆర్థిక & ప్రణాళిక, తేది. 25.10.1983 ద్వారా స్టెప్‌అప్‌ ఉత్తర్వులు జారీ చేసింది. తదుపరి ఎఎఎస్‌లో 10/15/22 సం|| స్కేళ్ళ అమలు, పదోన్నతి సందర్భములో ఎఫ్‌ఆర్‌ 22(బి) అమలు తదితర కారణాలవలన వచ్చిన వ్యత్యాసమును సవరించుటకు ప్రభుత్వం జి.ఓ.ఎంఎస్‌.నం. 75 ఆర్థిక & ప్రణాళికా శాఖ, తేది. 22.02.94 ద్వారా ఉత్తర్వులు జారీ చేసింది. పై రెండు ఉత్తర్వులను ఉపాధ్యాయులకు కూడా వర్తింప చేస్తూ ప్రభుత్వం జి.ఓ.ఎం.ఎస్‌.నం. 475 విద్య, తేది. 02.11.98 ద్వారా ఉత్తర్వులు జారీ చేసింది.
పై ఉత్తర్వులు 93 పీఆర్‌సీ స్కేళ్ళ అమలుకు ముందు వరకు అనగా 31.07.93 వరకు మాత్రమే పరిమితం చేయబడ్డాయి. తదుపరి 93,99 పీఆర్‌సీల్లో ఎఎ స్కీము స్కేళ్ళు పొందినవారికి ఎఫ్‌ఆర్‌ 22బి ప్రయోజనం నిరాకరించబడి ఆర్‌పిఎస్‌ 2005లో పునరుద్ధరించ బడింది. ఆ కారణంగా ఏర్పడిన వేతన వ్యత్యాసాలను సవరించటానికి వీల్లేదని ప్రభుత్వం మెమో నం. 2620-ఎ/65/ఎఫ్‌ఆర్‌-11/07, తేదీ. 20.02.2007 ద్వారా ఆదేశించింది. అందువలన అనేకమంది సీనియర్‌ ఉపాధ్యాయులు, ఉద్యోగులు తమ జూనియర్లకంటే తక్కువ వేతనం పొందుతున్నారు. అటువంటి వారందరికీ ఇప్పుడు ప్రయోజనం కలుగుతుంది. పైన పేర్కొన్న ప్రభుత్వ ఉత్తర్వులలో స్టెప్‌అప్‌ ఉత్తర్వులు అమలు చేయుటకు ప్రభుత్వం కొన్ని నిబంధనలను నిర్ధేశించింది. ఈ నిబంధనల పరిధిలోనే స్టెప్‌అప్‌ అమలు చేయబడుతుంది.
నిబంధనలు :
1.
సీనియర్‌, జూనియర్‌ ఉపాధ్యాయుని నియామకం ఒకే యూనిట్‌లో జరిగి ఉండాలి. అనగా ప్రభుత్వ, జిల్లా పరిషత్‌, మున్సిపల్‌, ఎయిడెడ్‌లలో పని చేసే వారికి అదే యూనిట్‌లో పని చేసే వారితో పోల్చుకోవాలి.
2.
సీనియర్‌, జూనియర్‌లు ఒకే పే స్కేలు కలిగి ఉండాలి.
3.
సీనియర్‌, జూనియర్‌లు ఇద్దరూ ఒకే పే స్కేలు, ఒకే సబ్జెక్టు మరియు ఒకే ప్రమోషన్‌ ఛానల్‌ కలిగిన కేటగిరీలోనికి పదోన్నతి పొంది ఉండాలి.
4.
పదోన్నతి పొందుటకు ముందు క్రింది కేడరు పోస్టులో జూనియర్‌ యొక్క వేతనం సీనియర్‌ వేతనముకంటే తక్కువగా గాని లేక సమానముగా గాని ఉండాలి.
5.
ఎఫ్‌ఆర్‌ 27 ప్రకారము సీనియర్‌ వేతనమును జూనియర్‌ వేతనముతో సమానము (స్టెప్‌అప్‌) చేసిన తదుపరి సీనియర్‌ ఉపాధ్యాయునికి వార్షిక ఇంక్రిమెంట్‌ స్టెప్‌అప్‌ జరిగిన తేదీనుండి ఒక సంవత్సరమునకు మంజూరు చేయబడుతుంది. ఒక వేళ జూనియర్‌ వేతనము ఎఫ్‌ఆర్‌ 31(2) ప్రకారం ఇంక్రిమెంటు తేదీకి రీ ఫిక్స్‌ చేయబడియుంటే సీనియర్‌ వేతనము కూడా అదే విధంగా సదరు తేదీకి జూనియర్‌తో సమానంగా స్టెప్‌అప్‌ చేయబడును.
6.
సీనియర్‌ పదోన్నతి పొందిన తదుపరి జూనియర్‌ దిగువ క్యాడరులోనే 8/16/24 సం||ల స్కేలులో వేతన నిర్ణయం పొంది తదుపరి పదోన్నతి పొందిన సందర్భములో జూనియర్‌ వేతనముతో సీనియర్‌ వేతనం స్టెప్‌అప్‌ చేయబడును.
7.
సీనియర్‌ పదోన్నతి పొందినప్పుడు ఎఫ్‌ఆర్‌ 22(ఎ)(1) ప్రకారం వేతన నిర్ణయం జరిగి, జూనియర్‌ పదోన్నతి పొందినప్పుడు ఎఫ్‌ఆర్‌ 22బి ప్రకారం వేతన నిర్ణయం జరిగిన సందర్భములో వీరి వేతనంలో కలిగే అసమానతను స్టెప్‌అప్‌తో సరి చేస్తారు.

సీనియర్‌ వేతనముకంటే జూనియర్‌ వేతనము (ఎ) అదనపు అర్హతలకు మంజూరు చేయబడిన అదనపు ఇంక్రిమెంట్ల వల్ల కానీ (బి) కుటుంబ నియంత్రణ అమలుకు జారీ చేయబడిన వ్యక్తి గత వేతనము వలన గాని (సి) జూనియర్‌కు మంజూరు చేయబడిన ప్రొత్సహక ఇంక్రిమెంట్లు వలనగాని పెరిగినట్లైతే, వీరి వేతనములో వచ్చిన వ్యత్యాసమును ఈ ఉత్తర్వుల ప్రకారం స్టెప్‌అప్‌ చేయు అవకాశము లేదు.

పీఆర్‌సీ 2010 సిఫారసు మేరకు పీఆర్‌సీ అమలు తేది. 01.07.2008 నాటికి పై నిబంధనల మేరకు జూనియర్‌ ఉపాధ్యాయుని కంటే సీనియర్‌ ఉపాధ్యాయుడు తక్కువ వేతనం పొందుతుంటే ఆ తేడాను సవరించిన తదుపరి ఆర్‌పిఎస్‌ 2010 స్కేళ్ళలో వేతన నిర్ణయం చేయబడుతుంది.


ఉదాహరణ : 89 డిఎస్‌సిలో 17.07.891010-1800/1010 వేతనంతో నియామకమైన ,బి అనే ఇరువురు ఎస్‌జిటిలలో సెలక్షన్‌ లిస్ట్‌ ప్రకారం సీనియర్‌ అయిన (ఎ) అనే ఉపాధ్యాయుడు ప్రథమ నియామకం తేదీకే, బిఎస్సీ, బిఇడి (మాథ్స్‌) అర్హతలు కలిగి, ఎఎ స్కీములో 8 సం||ల స్కేలు తీసుకున్న అనంతరం 12.09.98న ఎస్‌ఏ (మాథ్స్‌) ప్రమోషన్‌ పొందినందున ఎఫ్‌ఆర్‌ 22 (బి)(రి) ప్రకారం వేతనం స్థిరీకరణ జరిగింది. (బి) అనే ఉపాధ్యాయుడు ఇంటర్‌, టిటిసి అర్హతలతో ఉద్యోగంలో చేరి తరువాత కాలంలో బిఎస్సీ, బిఇడి అర్హతలు సంపాదించి, 8/16 సం||ల స్కేళ్ళు తీసుకున్న అనంతరం 1.03.2006న స్కూల్‌ అసిస్టెంట్‌ మాథ్స్‌గా ప్రమోషన్‌ పొందాడు. అతని వేతనం ఎఫ్‌ఆర్‌ 22 బి ప్రకారం స్థిరీకరించ బడింది. ఆ కారణంగా (బి) అనే ఉపాధ్యాయుడు (ఎ) కంటే 1 లేదా 2 ఇంక్రిమెంట్లు అదనంగా వేతనం పొందే అవకాశం ఉంది. అటువంటి సందర్భంలో (ఎ) వేతనాన్ని (బి)కి ప్రమోషన్‌ పోస్టులో వేతన స్థిరీకరణ జరిగిన (1.03.06 / 01.07.06) తేదీ నాడు స్టెప్‌అప్‌ ద్వారా సమానం చేస్తారు. ఆ తదుపరి ఒక సంవత్సరం తర్వాత వార్షిక ఇంక్రిమెంటు ఇస్తారు. అటు పిమ్మట 01.07.08 నాటి వేతనం ఆధారంగా ఆర్‌పిఎస్‌ 2010లో వేతన స్థిరీకరణ జరుగుతుంది.
READ THE EXTRACT OF GO.93 DATED 03/04/2010 ON STEP UP


Para-3 States that
  
3. Government accepted the above recommendations and accordingly hereby order that:
(a) The existing system of awarding Automatic Advancement Scheme scales on completion of Eight (8) / Sixteen (16) and Twenty four (24) years shall be continued.


(b) These orders shall apply to all those who are drawing pay in Grade - I to Grade – XXV i.e., upto and inclusive of the Revised Pay Scales of Rs.25,600 –Rs.50,560 as indicated in Schedule –I of the Government Order twentieth read above.


(c ) The benefit of pay fixation under F.R.22-B shall  continue to be allowed on promotion even  if the employee had derived the benefit under Special Grade Scale / Special Promotion Post Scale-I.  If this results  in the senior drawing less pay than that of  junior, the pay of the senior should be stepped up with effect from the date of promotion of the junior, to a figure equal to the pay as fixed for the junior in the higher post to which he / she is promoted on or after
01-07-2008 subject to the following conditions:
  • (i) both the Senior and Junior should have been drawing pay in an identical scale;
  • (ii) both the Senior and Junior should be in service as on 01-07-2008 and junior should have been promoted on or after 01-07-2008. In other words the anomaly should have arisen on or after 1-7-2008
  • (iii) the senior as well as the junior should be promoted to the same category of post carrying the same scale of pay under the same mode of recruitment and from the same unit of appointment in the lower category.
  • (iv) the pay of the junior in the lower category should have been less than or equal to that of the senior in the lower category prior to promotion of the senior to the higher post.
  • (v) the anomaly should be directly as a result in the case of Junior, who is promoted to a higher post after getting the benefit of Automatic Advancement Scheme and got more pay than his senior in the same category, who got promotion to the higher post without getting the benefit of Automatic Advancement Scheme.
  • (vi) the pay of the senior should have been fixed under F.R. 22(a)(i) read with F.R. 31(2) on promotion from Automatic Advancement Scales in the feeder category, whereas the pay of the Junior should have been fixed under F.R. 22-B on promotion from the Automatic Advancement Scales in the feeder category. 
  • (vii) the stepping up pay is not admissible in cases where the junior is drawing higher pay for any other reason such as sanction of Advance Increment for possession of higher qualification or Family Planning Incentive Increment or reckoning D.A. thereon for fixation of pay in earlier pay revisions, Advance Increments for merit, or on account of longer service in the lower post for working in various units of appointments etc,
  • (viii) in all cases affected by this order, the pay of the senior shall be fixed notionally from the date the junior got higher pay than that of the senior in the higher post, with monetary benefit from 01-02-2010, if such anomaly arose in between 01-07-2008 to 31-01-2010. In cases where such anomaly arose after 01-02-2010, the benefit shall be allowed from the date the pay of the Junior was more than that of Senior.
d) Where the Service Rules are relaxed to enable regular promotions, they should be automatically extended to get the benefits under Automatic Advancement Scheme


(e) If service rules are changed imposing additional qualifications for promotion after the entry of the individual into service, thereby depriving him for the benefit of promotion and consequently to the benefits of Special Promotion Post Scale-I / Special Promotion Post Scale-II, he / she shall be given the benefit of the next scale contemplated under the Special Adhoc Promotion Post Scale –I & II. 

ప్రీపోన్‌మెంట్‌ ఆఫ్‌ ఇంక్రిమెంట్‌ :
1993 ఆర్‌పిఎస్‌ స్కేళ్ళు అమలువరకు ప్రతి వేతన సవరణ ఉత్తర్వులలో సీనియర్‌ ఉద్యోగులు/ఉపాధ్యాయులకు వార్షిక వేతనాభివృద్ధి తేదీని జూనియర్‌తో సమానంగా ముందుగా పొందుటకు ప్రీపోన్‌మెంటు సదుపాయం కల్పించబడింది. తదుపరి 1999, 2005 ఆర్‌పిఎస్‌ ఉత్తర్వులలో ఇట్టి సిఫారసులు లేని కారణంగా రివైజ్డ్‌ పే స్కేల్‌లో వేతన నిర్ణయం కారణంగా జూనియర్ల కంటే సీనియర్లు ఆలస్యంగా ఇంక్రిమెంటు పొందటం జరుగుతున్నది.
పిఆర్‌సి  2010 సిఫారసులలో ఈ అసంబద్ధతను తొలగిస్తూ ప్రీపోన్‌మెంట్‌ సౌకర్యం వర్తింప చేయబడింది. దీని అమలు వలన ఒకే కేడర్‌లో పని చేస్తూ సీనియర్‌, జూనియర్‌ ఉపాధ్యాయులకు తేది. 1.7.08 నాటికి ఒకే స్టేజిలో వేతన నిర్ణయం జరిగి తదుపరి జూనియర్‌ వార్షిక యింక్రిమెంటు తేది సీనియర్‌ వార్షిక యింక్రిమెంట్‌ తేది కంటే ముందుగా ఉన్నట్లయితే జూనియర్‌ యింక్రిమెంట్‌ తేది నాటికే సీనియర్‌కు కూడా యింక్రిమెంటు మంజూరు చేయబడుతుంది.
ఉదా:జూనియర్‌: 2002 డిఎస్‌సి ద్వారా నియామకం పొందిన ఒక ఎస్‌జిటి అక్టోబర్‌ 2004లో రెగ్యులర్‌ స్కేలు వేతనం రూ. 5470/- పొందినాడు. ఆర్‌పిఎస్‌ 2010లో అతని వేతనం రూ. 10900/-లుగా నిర్ణయించబడుతుంది. తదుపరి ఇంక్రిమెంట్‌ తేది. 1.10.08 నాటికి వేతనం రు. 11200/-లుగా వృద్ధి చేయబడుతుంది.  
సీనియర్‌:2001 డిఎస్‌సి ద్వారా నియామకం పొందిన ఒక ఎస్‌జిటి జనవరి 2002న సర్వీసులో చేరి జనవరి 2004లో వేతనం రూ. 5470/-గా నిర్ణయించ బడుతుంది. వీరికి ఆర్‌పిఎస్‌ 2010లో తేది. 01.07.08నాడు వేతనం రూ. 10900/-లుగాను, తదుపరి ఇంక్రిమెంట్‌ తేదీ జనవరి 2009న రూ. 11200/-గాను నిర్ణయించ బడుతుంది.
 పై ఉదాహరణలో సీనియర్‌ అయిన ఉపాధ్యాయుడు, జూనియర్‌ ఉపాధ్యాయుని కంటే 3 నెలలు ఆలస్యంగా ఇంక్రిమెంట్‌ పొందుతున్నాడు. ప్రస్తుత ప్రీపొన్‌మెంట్‌ ఉత్తర్వుల మేరకు సీనియర్‌ ఉపాధ్యాయుని ఇంక్రిమెంట్‌ తేదీ జనవరి నుండి జూనియర్‌ ఉపాధ్యాయుని ఇంక్రిమెంట్‌ తేది అక్టోబర్‌కి ప్రీపోన్‌ చేయబడుతుంది.
